The decomposed body was discovered in sand dunes by a regeneration volunteer at Jetty Beach in Coffs Harbour just after 10am on June 18.
The area was quickly cordoned off as it was a mere metres from where people picnic.
According to NSW police the remains had been there for some time, due to the absence of flesh on them or clothing within the vicinity.
Some other items were located nearby, police said, but it's still unclear what they are and whether they're relevant to the investigation.
Strike Force Osbox has been established in order to "investigate the circumstances surrounding the incident".
The bones have been taken away for forensic testing.
